Hearing does not switch off at night. Reducing the noise itself beats covering it, so fix the window latch or the loose vent before you turn anything up.
Pink noise loses energy as pitch rises, at a rate that makes every octave carry the same power. In practice it sounds like rain heard through a wall: full, even and unremarkable. It is the least opinionated option here, and a good first test if you have no idea what you want.
Level and timer: start at roughly a third of the volume you would use for music, and only raise it until the disturbance stops standing out. A 45-minute timer suits an evening where the street goes quiet after midnight.

Traffic, a boiler, a neighbour’s bass. These are low-frequency problems, so use brown noise. A brighter sound would have to be much louder to cover the same rumble.
A partner snoring. Snoring runs across a wide range and comes in bursts, which is the hardest case here. A broad, steady sound such as pink noise or rain masks more of it than a narrow one, and earplugs under the sound do more than volume ever will. Thin walls and voices. Speech carries in the mid and high range, and it is hard to ignore because your brain keeps trying to decode it. Pink noise is usually the best compromise, with white noise if the voices are still intelligible.
A room that feels too quiet. Anything gentle and continuous will do. Try a fan, quiet rain or crickets, and keep the level near the threshold where you can just hear it.
Racing thoughts. Sound is not a fix for this, and pretending otherwise is how people end up disappointed. A steady background gives attention somewhere neutral to rest, which some people find helpful, but persistent difficulty falling asleep deserves proper attention. Use the lowest level that makes the disturbance stop standing out. That is a lower setting than most people pick, and the test is simple: if you can still clearly hear the thing you are masking, raise it slightly; if you are aware of the sound itself, lower it. Phone and speaker percentages do not measure loudness in the room, which depends on the speaker and the distance.
Keep the source away from your head, and keep alarms and anyone who needs you audible. The NIDCD notes that sounds at or below 70 dBA are unlikely to cause hearing loss even after long exposure, while long or repeated exposure at 85 dBA and above can. A bedtime background should sit far below either number.
Timer or continuous is a question about the noise, not about the sound. If the street quiets down after midnight, a 30 to 60 minute timer is enough and the room goes quiet with you. If the disturbance runs all night, such as a motorway or a snorer, continuous playback at a low level makes more sense, because a sound stopping partway through can be its own small event. Use a long fade-out rather than an abrupt stop.
Compare against a night with nothing playing every so often. Sleep sounds are easy to keep out of habit after they have stopped earning their place.
